Re: Spirit Square - Official Council Statement
In response to recent social media discussions and a hand-delivered letter expressing public concerns about the Spirit Square Revitalization Project, Council wishes to reassure you of our commitment to meaningful community engagement and ensure accurate information is shared.
A feasibility study assesses whether a project is viable and likely to succeed. The current project is a feasibility and design study aimed at developing an enhanced vision for Spirit Square. This process involves public engagement and consultation with Council and staff to explore practical and achievable options. It is a planning exercise that gathers input from the public to shape what might be included in the plan.
The Spirit Square feasibility and design study has a budget of $40,000 with 50% of the cost covered by the Northern Development Initiative Trust (NDIT) Main Street Revitalization Grant. The outcome will be a feasibility study and a concept design that can be used by Council and staff to seek additional grant funding, if we decide to pursue any elements of the plan. The final version of the plan, incorporating public feedback, will be presented at a Regular Council Meeting in January 2025, and subsequently shared with the public. Importantly, having a design plan does not commit Council to any spending.
The broader revitalization plan of Spirit Square also considers necessary slope stabilization. The feasibility and design study and slope stabilization draft design for Spirit Square are in their preliminary planning stages with Council considering all options. In anticipation of a potential slope stabilization project, staff have been authorized to apply for a $3.5 million grant from the Green Municipal Fund, which would cover up to 50% of stabilization costs, if successful. This grant application does not authorize any spending, confirm the final project costs, or scope of work. Planning for Spirit Square is ongoing.
