NOTICE IS HEREBY GIVEN THAT pursuant to Section 124 of the Community Charter, the Council of the District of Fort St. James (the “District”) intends to consider final reading and adoption of “Council Procedures Bylaw No. 1103, 2026” at its regular Council Meeting scheduled for Tuesday, May 26, 2026, at 5:00 p.m. in Council Chambers at the District Office, 477 Stuart Drive West, Fort St. James, BC.
“Council Procedures Bylaw No. 1103, 2026”, if adopted, would repeal and replace “Council Procedure Bylaw No. 1015, 2019” as amended. “Council Procedures Bylaw No. 1103, 2026” proposes updated procedures for Council meetings, Committee of the Whole meetings, Council committee meetings, and related Council proceedings.
- In general terms, “Council Procedures Bylaw No. 1103, 2026” would:
update the structure, wording, and definitions of the Council Procedures Bylaw;
add provisions describing the roles and responsibilities of the Mayor, Deputy Mayor, and Council members; - update the process for approving the annual Council meeting schedule and for cancelling, rescheduling, or changing regular Council meetings;
- update notice requirements for regular and special Council meetings;
- revise the rules for electronic participation by Council members, including limits on electronic participation;
- update provisions respecting public attendance at meetings, public conduct, and expulsion from meetings;
- update closed meeting procedures and the process for releasing closed meeting resolutions;
revise the order of business for regular Council meetings; - update procedures for agendas, late items, delegation, and correspondence to Council;
add procedures respecting points of order, conduct and debate, notices of motions, motions, amendments to motions, closing debate, reconsideration, rescinding resolutions, recesses, and adjournment; - update procedures for considering, reading, amending, and adopting, and signing bylaws;
update and add new procedures for Committee of the Whole meetings; and - update and add new procedures for standing committees, select committees, advisory committees, commissions, boards, committee notices, committee attendance, committee minutes, committee voting, and committee reporting.
